 APAC FAQ

To restore public perception of the virtues of our Confederate Forefathers and Southern Heritage as one of the foundations of American Liberty, by being a positive influence on the election and appointment of public officials.

Frequently Asked Questions

We have received many inquiries about the APAC (Americans for the Preservation of American Culture) and the most frequently asked questions are listed below:

1) Is the APAC associated with the Sons of Confederate Veterans?

No. Federal IRS and FEC regulations prohibit any 501-c-3 corporation from establishing, coordinating or controlling a FEC 527 registered Political Action Committee. The APAC is a separate legal entity, with separate incorporation, accounting functions and Board of Directors.

2) How and when was the APAC created.

Recognizing that the attacks on Southern Heritage required actions and responses beyond the allowed activities of a 501-c-3 organization the Foundation for the Preservation of American Culture (FPAC) was formed in 2001. The FPAC is a 501-c-4 and publishes the Southern Mercury among other activities.

The FPAC along with several individuals created the Americans for the Preservation of American Culture (APAC) for the purpose of forming an independent unaffiliated political action committee to perform activities prohibited to the other organizations. The FPAC appoints a portion of the APAC Board of Directors.

3) What is the APAC?

The APAC is a not for profit corporation organized and registered in Tennessee as a chapter 527 organization. It is registered and files the required Financial Reports with the Federal Elections Commission (FEC). The APAC is a Political Action Committee authorized to influence elections at federal, State or local levels within the restrictions of the applicable federal laws.

4) Are any members of the SCV GEC on the APAC Board of Directors?

No. There are currently three members of the APAC Board of Directors; Mike Crane, Dr. John Cook and Harry Eubanks. Biographies will be posted soon.

5) Why haven't I heard about the APAC before now:

It has taken some time to understand all of the various IRS and FEC laws, guidelines, restrictions, prohibitions and reporting requirements. After investigating the requirements a new Board of Directors was appointed - taking office in January, 2007 to initiate APAC efforts.

We hope that you will hear from us a lot going forward, and more important - we hope that you want to hear from us.

6) Why did you reference Stephen Dill Lee's Charge in your literature?

Because the APAC supports The Charge. When the charge was given - organizations were not restricted by federal laws in what activities they could perform. We intend to defend the Charge. The APAC will perform actions that are prohibited to the SCV or FPAC by federal law - but are essential in supporting The Charge as envisioned by our forefathers.

8) What will the APAC do?

Step by step begin providing the opportunity to evaluate candidates for public office and/or their performance in office, thus improving the quality of elected officials. Our initial three goals are:

  1. Providing both direct and indirect support for favorable candidates for public office, or replacement of hostile officials where appropriate.
     
  2. Enhance Heritage Defense efforts by providing lobbying assistance – where needed – and working to retire hostile elected officials.
     
  3. Facilitating the creation of State PAC’s in selected States by providing knowledge, training, materials and other assistance as feasible.
     

If you consider any of these three goals important, please join and work with us to make this effort a success.

9) Do I have to be an SCV member to join?

No. The APAC while supporting the same heritage as the SCV is an unaffiliated independent organization and is open to all citizens of our country. Corporations and foreign nationals are prohibited by federal law.

10) I made a contribution, why haven't I received my membership card?

During the startup period some delays have been unavoidable. There have been several elections and special elections in Virginia, Georgia, Florida, Mississippi, South Carolina and Alabama. We have been successful in conducting candidate surveys in Virginia and Georgia with positive results. We hope to be able to send membership cards weekly beginning in August.
